This permits a phFilter to have it's phFilter::filter method called when phFilter::process is being called. Occationally a filter might wish to be disabled or reenabled during the execution of a phPipeline when it's not needed. It allows all the filters to be added and disabled or reenabled without needing to alter the phPipeline settings.
